John is a hands-on senior management consultant with extensive experience, both nationally and internationally. He and his partners provide business-focused, results-oriented solutions leveraging information technology and telecommunications while providing strong coaching and team leadership.

John's experience ranges from strategic planning to business process improvement; from information technology hardware/software evaluation and selection to project management, network design and implementation; from education and training to the leadership and coaching aspects of information security. John's background includes a working knowledge of many industries and proven leadership skills at executive, managerial and technical levels.

Professional Experience

John has been a certified management consultant (CMC) since 1985 working with national and international consulting firms. Prior to joining the consulting industry John was actively involved (since 1958) in the information technology and telecommunications industries. Career responsibilities included technical management, sales & marketing, technical support and field engineering.

From 1985 to 1992 John was a senior consultant with DMR Group Ltd. executing assignments across North America.

In 1992 John left DMR for a two-year assignment in Manila , Philippines on a Canadian International Development Agency (CIDA) and World Bank Telecommunications deployment project for the Philippine government. In 1994, after completion of this assignment, John remained in Asia as an independent consultant serving clients in the Philippines, Taiwan, Hong Kong and Sri Lanka.

Upon his return to Canada in 1995 John's company joined GNA Consulting Group Ltd. as an associate where he specialized in the design, development and implementation of voice and data networks to support enterprise-wide business systems in the public and private sectors of British Columbia.

Recent projects have included migration from legacy systems to client/server environments, major retrofitting of corporate telecommunications and systems infrastructures and deployment of corporate information security systems. As a Project Director for a prominent Information Services Provider delivering broadband connectivity and web hosting services John managed the rollout of ADSL services to a large school district.

In 1999 John became associated with the International Information Systems Security Certification Consortium (ISC)² and received the Certified Information Systems Security Professional (CISSP) designation. Since then John has been providing Lead Instructor services for (ISC)². Assignments have included work with a number of USA government departments and major corporations in North America and Europe . John is often asked for by name to facilitate training sessions and was specifically asked to work with NATO in Europe . In 2003 he received the Certified Information Security Auditor (CISA) designation as a complimentary certification to bolster his work in IT audits and controls. John provides senior level information security and privacy consulting in collaboration with various associates across North America .

John's core competencies include project management, technology feasibility and costing studies, strategic IT planning and technology architecture design for complex, multi-disciplinary enterprise systems.

John's focus is putting a strong business emphasis on all assignments while maintaining a deep commitment to delivering added value to management and operational personnel so that project benefits are retained for the long term.

Since his service in the Royal Canadian Air Force (RCAF - 1958) John's business career has included projects in North & South America, The Middle East, Asia , Australia , Europe and the UK. John's career in information technology and telecommunications has spanned a wide range of assignments over the years. Travel commitments for (ISC)² have provided the opportunity for information security assignments for governments, business and industry across a wide spectrum if interests.

Specific Experience

2002 – Present

  • In 2002 John resigned from the association with GNA Group Ltd. to pursue a more focused information security consulting practice. (ISC)² has established a close working relationship with MayneStay Consulting Group to provide training services for the consortium. This move is rapidly building a presence in the North American marketplace for executive level information security consulting with a focus on Risk Assessments, Corporate Governance, compliance monitoring and related information management issues.
    With the new legislation in both the USA and Canada regarding privacy the most recent work has been to establish solutions addressing both information security and privacy. His significant background in all major IT disciplines has positioned him well to deliver full function management consulting in this critical and rapidly expanding area. With the increase in computer crimes related to identity theft and the now endemic issue of "Phishing" and "Pharming" this area will continue to remain critical to the success of global e-commerce and the sanctity of individual privacy.
  • John continues to be on contract with a number of high profile training organizations to deliver executive level training and leadership courses on all aspects of information security and privacy. The (ISC)² relationship continues as at this date.

1995 – 2002 (in association with GNA)

International Information Systems Security Certification Consortium (ISC)²:

  • Provided Lead Instructor learning services on behalf of (ISC)² to a variety of organizations and government departments. To date, over 60 Common Body of Knowledge (CBK) review seminars (of between 5 – 8 days duration) have been conducted in North America and Europe with an average of 15-20 CISSP candidates in attendance.

Guardent Inc.:

Provided mainframe information security architecture development strategies for a major packaged goods retailer. This project included the security protection blueprint and roadmap to integrate third party information providers into existing North America-wide client/server and data-warehouse capabilities. The project assignment required close collaboration with a multi-disciplinary team of specialists traveling and working across the USA.Radiant Communications Inc.:

  • Provided Project Director services for deployment of Asynchronous Digital Subscriber Line (ADSL) and Internet web hosting offerings across Canada and the USA . This included rigorous design and project management of high-speed telecommunications links from multiple common carriers. Other assignments included the relocation of a major data center and creation of remote facilities in collocation sites. John’s knowledge of the inner workings of the telephone companies in the telecommunications industry and his interpersonal skills with various “telco” project leaders provided the much needed synergy to achieve difficult objectives on-time and on-budget.
  • Provided Project Management services for the deployment of multiple ADSL service upgrades to the Vancouver School Board. The management of this assignment involving a number of government and commercial stakeholders was so successful that the client submitted a completion report with glowing terms.
  • John continues to provide Project Director services on a retainer basis as new projects are instituted. A current assignment is to provide management coaching for technical members of the Radiant Network Group.

Norsat International Inc. (NII):

  • Provided project management and coaching services to the information systems personnel. During this assignment the “Melissa” love bug virus was populated causing a major outage for this client. John’s ability to take urgent remedial action restored the client facilities with minimum damage to business.
  • Introduced a Customer Relationship Management (CRM) replacement for a low entry desktop level capability to enable and empower the NII sales and support departments internationally. This required intensive evaluation of various CRM alternatives and interaction with the chosen vendor to ensure a smooth transition.

Provided project management consulting to integrate a new acquisition satellite management support technology component into the Direct TV satellite technology-engineering group. John’s ability to come up to speed quickly on emerging satellite technologies was instrumental in facilitating this acquisition.

Vancouver Hospital Health Sciences Centre - VHHSC:

  • Provided a strategic review of the information technology and telecommunications growth plans for the Vancouver General Hospital (and the four sister institutions in the Vancouver Hospital Health Sciences Centre-VHHSC) to allow for integration with other medical facilities in the Vancouver-Richmond Regional Health Board (RHB) and with other RHB's across the province.

Open Learning Agency (OLA):

  • Provided consulting and advisory services for the deployment of computer and telecommunications technology to support distance learning in rural communities of northern BC. The infrastructure architecture developed for this assignment has been subsequently used as the template for the BC Provincial Learning Network (PLNet) referenced earlier in the Radiant accomplishments.
  • Provided infrastructure design and implementation services for a similar distance learning engagement in Malaysia under contract with OLA and sponsored by Telekom Malaysia .

British Columbia (BC) Transit Corporation (Coast Mountain Bus Company):

  • Provided lead consulting for a Capital Project Review of major technology programs resulting in major upgrades to computer and telecommunications systems and services. This involved managing a detailed acquisition process and a major vendor replacement.
  • Introduced a Public Key Infrastructure (PKI) and conducted a pilot program to support digital certificates, encryption and related information security technologies.

Stabilization Central Credit Union (SCCU):

  • Provided consulting services to develop and implement an Internet Web site to support SCCU regulatory reporting systems.
  • Provided consulting services to deploy a management reporting system for compliance reporting by member Credit Unions in British Columbia.

Insurance Corporation of British Columbia (ICBC):

Provided end-to-end technology architect consulting to deliver a province-wide client/server based insurance premium management application.

  • Developed an enterprise-wide information security architecture, created an information security strategy, developed a range of information security management policies.
  • Introduced a Public Key Infrastructure (PKI) to support digital certificates, encryption and related information security technologies.
  • Provided a technology review for the integration of the Ministry of Transport, Motor Vehicle Licensing Branch with ICBC. Assisted in the migration of voice and data network services to support the combined operation.

1994 – 1995

Operating as a sole practitioner, under contract to Intelecon Consulting Limited, provided information technology and telecommunications consultation in Canada (BC), Taiwan , Hong Kong , Manila , Philippines and Colombo , Sri Lanka .

Assignments included:

  • Delivering a technology audit and migration study for two school districts in central BC ( Canada ).
  • Conducting a technical and economic feasibility study for the launch of a new telecommunications services company in Sri Lanka in partnership with the CeyLinco Group of companies and a North American satellite provider. This assignment included the preparation of a preliminary business plan for the creation of a competitive satellite communications services offering – now incorporated as Ceycom Global Communication Ltd.).
  • Providing engineering design and implementation support for wireless telephone Public Branch Exchange (PBX) installations in the Philippines and mainland China, based out of Hong Kong.
  • Providing project management consulting services for the deployment of time-sharing computer services (Taiwan).
  • Designing a nation-wide data network infrastructure in conjunction with the Philippine government and France Postal authorities. This project was intensive requiring the evaluation of a mix of technologies from the common carriers and technology vendors for a multi-medium delivery system to cope with the sparse telecommunications infrastructure in the Philippine archipelago.

1992 – 1994

Teleconsult Limited:

  • Provided management-consulting services to the Philippine government Department of Transportation and Communications (DOTC) and the National Telecommunications Commission (NTC) in Manila , Philippines. Projects included the development of information systems to manage the radio and television spectrum licensing processes and to support a major deployment of telephone infrastructure across the Philippines.
  • Created an Executive Information System for the Secretary of the DOTC and his Under-Secretaries as a decision support system.
  • Provided technology-consulting services to the City of Vancouver for a retrofitting of the citywide radio telecommunications delivery and dispatch systems.
  • Provided a strategic planning consulting service to the Government of the Yukon Territories to revise and upgrade the telecommunications capacity across the region.

1985 - 1992

DMR Group Ltd.:

  • Provided strategic information technology and telecommunications planning input to corporate information resources planning (IRP) projects in the pharmaceutical, retail and manufacturing sectors.
  • Provided management and technology consulting to a variety of national and multi-national corporations. Focus was on Electronic Data Interchange (EDI or more recently characterized as e-Commerce) and the development of Value Added Networks (VAN's, now called Applications Services Providers or ASP’s) to support EDI and Electronic Funds Transaction Systems (EFTS). These projects were conducted across Canada and in Quebec in the French language. During this EDI work period there were a number of requests for EDI presentations at national conferences.
  • Provided a ten-year strategic telecommunications infrastructure plan to the Los Angeles Department of Water and Power (LADWP). This plan dovetailed with the business systems planning for all of the LADWP business units in over 340 site locations.
  • Provided Project Management consulting services to a major USA bank to integrate the acquisition of a number of Savings and Loans companies. This project included the migration of five individual voice and data networks into a single network and the creation of a major voice and data control node in New Jersey.
  • Provided consulting services and regional coordination for a Canada-wide Integrated Voice and Data Technology Survey.
  • Provided telecommunications audit services to the Vancouver Stock Exchange.
  • Provided consulting services for the regulatory review of corporations desiring listing on the Vancouver Stock Exchange including evaluation of technologies and feasibility of marketing plans and projections.
  • Provided an annual telecommunications strategic plan for Petro-Canada. This assignment was repeated for three consecutive years.
  • Provided consulting services to develop a preliminary telecommunications technology plan for the Hibernia offshore oil exploration platform including the incorporation of the Gravity Base Station infrastructure.

Prior to 1985 John held a number of information technology and telecommunications sales, marketing, management, engineering and technical support positions in major North American technology companies. Details may be provided on request.
